EDIT: The event happens after the conclusion of the scenario so [replace_schedule] works fine

Fixed. But now I have a problem with the bigmap actually showing the title of the scenario. (show_title has been set to yes as seen before)

That does explain the reason it sometimes doesn't work at all but doesn't explain why bone shooters never seem to be spawned.
