It is because they have 50% on flat and 40% on forest? The best defense and the worst movement is used when a terrain has two types.
LVL2 has both 40% and LVL1 has 30% and 40%

1.19 do not exist at the moment per se as 1.18 will not officially exist unit end of the month, so 1.19 is probably the latest 1.17 version atm, which is also the current state of 1.18, IIRC.

Plus, as you said, it means that only base terrains will be able to be healing terrain, which means one would have to add item to all those hexes.
