If the unit has the leader crown icon over their health bar, they have canrecruit=yes set. The contents of the recruit= list should be irrelevant. You can probably use [store_unit] at the end of scenario 1, and then use [unstore_unit] in scenario 2. I've never done this myself, but it seems like it should work.
