Stronger elvish scout

I think many people rightly considers elvish scout as weakest line in rebels fraction. He's not only expensive but also easy to die quickly. He's advantage is moving better than human riders and calavrymen. I propose to increase his hp, reduce the cost to 15 and meele attack increase to 6-3.

I believe the general rule for BfW is that scouts are supposed to be weak.

Plenty of custom eras don't follow that pattern though.

Footpad, loyalist calavrymen and riders, fencers, wolf riders are rather good balanced line. Meanwhile lots of players just totally resign from elvish scouts due to it's weaknesses.

Can they refuse to use it when it is the Reb's only scout? I suspect that it is by design to weaken the faction.

Since it is rejected for mainline I move it away from ideas.
