Not quite. Each game contributes to the control of an area, but does not automatically convey control of an area to one side or another. However, you have given me an idea. Use this formula to come up with how control in an area changes:

(Villages on Map) / ((Villages held by opposition) - ((Villages held by player's side) * .5))
Minimum divisor 1, to prevent division by zero errors.

From that, you come up with a tally that can be used to determine the control (by percentage) of an area.

Of course, being wiped out gets you a score of 0, and wiping the map clean would get you a score of two times the number of villages on the map.
