I don't know of anyone planning to work on it currently. Commenting there as someone who would use the feature would increase the likelihood though.

Because either the fonts need to be installed on your system or Wesnoth needs to load them, and letting Wesnoth load custom fonts hasn't been a priority.

1.16 is the current stable version for a couple more weeks. 1.17.26 is now essentially the pre-release version of 1.18, the next stable version.

I've added it - a lot of the sprite file changes weren't documented anywhere or added to wmllint unfortunately.

It means that the defend animation was expanded from 1 frame to 3 frames, and it looks like the original defend image isn't present anymore.
