20181123 09:27:10< Soliton> @Konrad2 SnowLeo edited that file so the russian translation is considered to be at 100% thus enabling it in game. the command line option celmin mentioned is --translations-over. so using something like --translations-over 70 would also allow switching to russian without editing a file (that will likely be overwritten on the next update).
